Now is the time to give Council your feedback on open space – including playgrounds, dog parks, sports fields, biodiversity and all aspects of green space within Moonee Valley. We’re taking feedback until 17 December: https://yoursay.mvcc.vic.gov.au/openspace I’ve received many requests for upgrades, master plans, improvements and purchases of more land to create open space. Please don’t miss this opportunity to tell Council your ideas.

The Neighbourhood Spirit Awards nominations are now open!  Do you know someone who makes your neighbourhood a better place? FestAble - International Day of People with Disability event – Sunday, 26 November 2023

Moonee Valley’s annual event to celebrate people of all abilities, FestAble, returns to Crown Street Stables in Flemington on Sunday 26 November from 11am to 3pm.


FestAble is held to mark International Day of People with Disability (IDPwD), a United Nations-observed day that occurs every year on 3rd December. The event celebrates diversity in line with Council’s MV2040 commitments, and assists Council in increasing public awareness and challenging mainstream assumptions in relation to disability.


This event recognises and celebrates people living with disability, with their families, carers and friends. It is a day which provides an opportunity for people of all abilities and talents to take centre stage and shine. Guests at this event will be supported by an Auslan interpreter, accessible facilities, and Council’s Access and Inclusion team. Members of the Moonee Valley Disability Advisory Committee will attend the event, and be on hand to chat with community members. A range of inclusive activities will be held throughout the day either inside Crown Street Stables or outside in Coronet Park.


2023 Melbourne Cup Carnival – Event Management Plan Update

This is an update on the outcomes and post-event analysis of the 2023 Melbourne Cup Carnival Event Management Plan held at the Flemington Racecourse on the following days:

· Derby Day: Saturday, 4 November 2023

· Melbourne Cup Day: Tuesday, 7 November 2023

· Oaks Day: Thursday, 9 November 2023

· Stakes Day: Saturday, 11 November 2023.

During the event, Council officers delivered several activities to ensure the event ran as smoothly as possible with any disturbance to local community minimised as far as practicable:


Engineering Services worked closely with the Victoria Racing Club representatives and key stakeholders to raise and resolve the local community’s concerns related to:

  • A road safety incident on the corner of Monash Street and Kingston Avenue;

  • An illegally parked vehicle outside 9 Langs Road, Flemington;

  • Three enquiries related to the incorrect installation of ‘No Stopping’ restrictions along Fisher Parade and Langs Road. It should be noted that this error was caused by the appointed Traffic and Transport Management contractor misreading the approved Traffic and Transport Plan; and

  • Illegal parking of limousines, taxis and rideshare vehicles in Leonard Crescent.

· City Safety and Amenity issued approximately 400 Parking Infringement Notices within the Major Events area in Ascot Vale and Flemington.


· The Traffic and Transport Management consultant (appointed by and on behalf of the Victoria Racing Club) responded and resolved two enquiries from the community relating to the event’s Traffic and Transport Management Plan in Wisewould Street and Duncan Street, Flemington.


All community and internal feedback received during the duration of the Melbourne Cup Carnival has been collated and distributed to the Victoria Racing Club for their review and consideration. The aim of this initiative is to make continuous improvements to any future Traffic and Transport Management Plans. As part of this feedback Council officers’ recommendations centred around the following items:


· Improvements that can be made to future Traffic and Transport Management Plans.

· Need for the appointed Traffic and Transport Management consultant and contractor to undertake an audit of all signs installed prior to commencement of events.

· Key areas of focus for parking patrols and enforcement activities.

· Advocacy improvements to public transport arrangements and access for local community.

· The introduction and promotion of a Melbourne Cup Resident Hotline.

· Requests to improve information provided within the community notification letters and other publications (e.g. website).

Nature Strip Landscaping Guidelines

At the 25 July 2023 Council Meeting, Council resolved to endorse Draft Nature Strip Landscaping Guidelines for community engagement. A final version of the Guidelines has now been prepared and is in the draft agenda for the next Council Meeting 28 November 2023.

The original premise for change was that community members raised the issue that Council’s Nature Strip Landscaping Policy (2018) was restrictive. An internal review by officers supported the observation that it was very difficult for residents to qualify for a permit to garden on the nature strip. A simpler Guideline was proposed to provide a blanket coverage of what Council will allow to be undertaken on the nature strip without the need for a permit. This was endorsed by Council in July for the purpose of undertaking community engagement.

Community consultation in August this year resulted in over 160 participants completing the survey, with 80% supporting the Guidelines. Feedback has resulted in minor changes to the documents. The upcoming Council report will propose that the 2018 policy document be rescinded. The new Guidelines will then be placed online.
